But somebody still has to get people to provide copy, edit it (not just change
the layout to conform to the house style - there can be much more to it than
that). You also have to arrange for printing and distribution, which cost
money.
Even with a quarterly periodical of a couple of dozen pages which does not take
advertising, and where the editorial team does not charge for its time, you
still have printing and distribution costs. You can run such a thing on a low
annual subscription, but to produce a monthly periodical of 60 or so
advert-free pages (which is about what November RadCom contains) requires one
or more people to be employed, and if you don't take adverts you have to find
the money from somewhere else.
