Well I haven't been able to detect any carrier at Forest
last night.  It looked like a noisy night and there was a
high drop factor from the sferic blanker.

I tried a range of blanker settings and got the 1-char
Eb/N0 up to -1.1 dB but the decoder still wants to
latch on to the '4'.

Will you continue with the carrier?
