I believe it all changed last October. You're right that the World Service was funded by the Foreign Office but I understand that the BBC will now pick up the tab.

The BBC External Services are paid for by a Grant-in-Aid from the Foreign Office. The money does NOT come from the television licence fee, but from general taxation.
