I can't help you with Scandinavia, but last week, I did add the VLF band
to the WebSDR at the University of Twente in the Netherlands.
The antenna is the same 80 m long wire that we use also on the other
bands. Unfortunately, the signal-to-noise ratio with this antenna seems
to be worse than optimal.
The receiver is at http://websdr.ewi.utwente.nl:8901/

In light of your plans to perhaps soon try a transmission again, I've
now quickly added a grabber for 8.97 kHz.
