Attached is a screenshot of an ELF test transmission on 1.6Hz from the UK as received on a magnetometer in Sweden. You don't need to break any laws, designed to keep roads and railways safe. To do so is extremely irresponsible, and will damage the reputation of Radio Amateurs. use ANY public or other supply, motorway, railway and other utility infrastructure for connecting to unknown radio equipment. It must be the same in Germany too. That's in the 'small print'. Modern digital signalling is often very susceptible to RF interference.
If it's on private land, the permission of that land owner must first be granted.
It's all common sense -would you like anyone to creep into your back yard and erect an antenna without your permission??
This sort of activity damages Amateur and experimental radio. NOV licences can be obtained, if you think you need to do
special or unusual radio researches.
I bet you dare not ask your local authority if you can use public road guide rails for transmitting antennas -if you have,
and they granted full permission, then you have made a real advancement in radio. Ask your Radio Society what they think about this.
I am not trying to be difficult, but you risk your radio licence and also risk jail if things go badly wrong on a public
highway or railway due to illicit use in this way, and also the reputation of other Radio Amateurs. You also 'put yourself 'in the frame' if an accident occurs that you did not cause -someone has to 'carry the can', and it could be you if a camera 'spotted'
you. The 'utilities' display trespass notices, which if you ignore, makes it extremely easy for them to say "See you in court!!".
