    The article is on the relationship between dBs, power, and s-meter readings.
Nailer uses 137kHz to demonstrate that since antenna efficiencies are low, it takes a lot of power to reach 1W ERP.
But then he goes beyond that by stating that due to limited bandwidth as well as low efficiency antennas that the band is worthless.

Warren,
While many of us (particularly those of us of a certain age) have an affection stretching back to near childhood for that publication it is not for nothing that we nickname it "Practically Witless Monthly" :>)
