Besides  which,  for  a  choke to  actually  work, it  would  need a 
reference  point  to  work  against  , if the  choke is at the  end of a 
cable  , then the  whole assy   will  float , with any  line  voltage  on 
the  out  side screen , could  isolate  from  ground , but  I don't  see  it 
isolating  a floating  termination ..?
