yes, but in simplistic terms nothing stops the ferrite rod to "concentrate" the magnetic field lines (from the surrounding air) inside the ferrite material, caused by the mu_r being much larger than the surrounding air. Regardless of the presence of the coil. Oh well if there's no coil there won't be a voltage being induced in the coil, it that's what the author wanted to say ?!
