Many thanks for an explanation.
NB here in the receiver it is always switched off. Also I switched off and AGC,
and reduced level of signals. But sidebands do not disappear at any variants :(

Dear Andrey.

here this is happening because the receiver's gain control or noise blanker reacts on DCF39 or HGA22 telegrams. They normally occur every 11 seconds. The receiver then modulates all signals in the passband, and gives them a set of sidebands 1/11s = 0.09 Hz apart.

Switching off AGC and NB will remove the sidebands on the signals completely, but at the cost of an increased background from the original DCF FSK sidebands.

At strong levels of a signal such "harmonics" are formed here.
Somebody knows the reason of formation of these "harmonics"?
