Not true on HF Rx.

The UK Navy have used active whips on their ships for many years for
HF Receiving - the AVK is a long tried and tested unit. A two-metre
long piece of scaffold pole forming the E-Field probe into a wide
dynamic range high input-Z, unity voltage-gain buffer amp. Specified
for 10kHz tto 50MHz

Metal hulled ships do have to advantage of giving a very good ground
connection, however, and paying proper attention to decoupling and
bonding prevents outside-braid induced interference from gettign
anywhere near teh antenna probe.
