Constant reference phase and I can probably get some
phase measurements in 1 or 2 hour bins.

I'm still working on combining the two messages 3rd and
5th Nov, and also the Oct 7-9th S60 C15 16K25A message.

The latter keeps wanting to decode to

 'DK7FC4273 U8Z  '

at about Eb/N0 = -0.8 dB, I think it must be close.
Trying different blanker settings for the day and night
portions.
