I would say your 4W erp could be heard in EU by those with a proper antenna
for the job but probably not by the majority using toy micro antennas
suitable only for QRSS speeds.
I say again I have over the years heard signal from the USA on 137 althought
they were transmitted in QRS mode, certainly loud enought for a CW QSO.
Using my Transmitting resonated antenna for RX does enable me at times to
hear stns from East coast USA. I have reported this in the past at the time
received.
Whether someone was stretching the rules as you suggest I do not know
I can also RX  regularly CW signals from the USA on the 500 khz band,  again
in the past this has been reported, these are also strong enough for a QSO
and I have had a 500 QSO with the USA
I think we have exhausted this subject now !!

      Yes I have missed the frontier days, we must find new challenges
to keep it interesting!
BTW my ERP on 137 has been measured as 4W by a broadcast engineer and
prominent LFer, yet I don't think that's enough for a T/A cw QSO.
I imagine that given the 1W ERP limit for EU hams someone was
stretching the rules a bit to make cw QSOs across the pond!
