It must have been in their April number, as the "conversion ratio" from c/s to Hz is 1.
The introduction of the SI system in general was controversial in some countries that not ready to give up local units. Or maybe because the origin of the SI system (in the late 18th centrury !) was in France ?
But all this is 50 years ago, I guess the SI system is now generally accepted (except in Myamar, Liberia and a small outskirt in NE England).

You have to admit that the introduction of the Hertz was a bit of a sop. All due respect to the bloke. I remember, I think it was "Wireless World" a proper Journal in the 50/60s had a Log / Linear graph providing a simple way to convert from c/s to Hz when the Hz was introduced.

those who prefer to use units that were decommissioned in 1960 (when the SI system was introduced) should at least do it correct : "cycles per second", just "cycles" is meaningless.

So we also have to get rid of Farad (named after Michael Faraday), Volt (Alexander Volta), Ohm (Simon Ohm), Ampére (André-Marie Ampere), Henry (Joseph Henry), Coulomb (Charles-Augustin de Coulomb), Joule (James Joule), Watt (James Watt) and so on ...
A lot of work to do ;-)

In the electronic context.
There are CYCLES, KILOCYCLES and MEGACYCLES all related to FREQUENCY of
OCCURENCE and can be observed on a 'Scope for example but what does a HERTZ
look like.
Hertz is a meaningless label in fact its someones Name and is technically
inapproapriat when describing Frequency.
Rumour has it that one EU member state wants a RESISTOR renamed BANSHEE
