A couple of points firstly callsign sent at normal speed CW cannot be read
by some who are CW illiterate self confessed.
secondly.
The purpose of sending QRS in the first place is because normal CW cannot be
copied due to poor propagation or the station is running insufficient power
for the intended path/distance to be covered.
The only solution is to send the full callsign at all times as used to be
the case until recently in both normal CW and QRS regardless of speed.
and as you point out there could be a licence infringement like unattended
Beacon acty.

For very slow QRSS, surely you can send a full ID at normal speed just
before the QRSS transmission? You may have to anyway for licence reasons.
