So under british regulations I did a lot of illegal experiments in the past
HI.I don't know how the dutch telecom office thinks about this but I have a
feeling they just don't want to be bothered with this kind of experiments.If
I had the room for decent antenna's I was already transmitting at 9 KHz!

In theory, if you communicate, yes! They reserve the right to make the
decision to approve, and laser comms are under their "regulation"
