I understand the German licence has a limit on bandwidth of 600Hz, a much more
reasonable figure to ensure it is kept for narrow band modes only.  100Hz does 
seem
an unnecessarily narrow requirement and would probably rule out some of the 
digital
modes as well.  This is clearly a matter for the USA amateurs to be concerned 
with,
and now is the time for them to make any comments before it is cut and sealed in
their licence.  Assuming they don't write a bandplan within the licence (as 
they do
on other bands) discussion of any voluntary bandplan is definitely for later
discussion.
