yes of course. Feel free to use it, modify, distribute if (unfortunately Borland C is a bit out of fashion but I still love it). Beware of a pitfall with 'modern' windows: The good old 'SetSystemTime' function doesn't work without administrator privileges. The program can then measure the PC's clock deviation but not correct it :(

The value in the little edit field in the upper right corner of the window ("Add [s]") is the number of seconds *added* to the UTC-value received from the NTP server.

Note that under Win 7 / 8 , the utility must run "as admin". No installation required. Just copy anywhere and run it.
