Many thanks for the quick service.
I've downloaded the program and run it. But it does not show the described window for the offset time. Maybe you forgot to upload the program to your site or did it on a different link?

The value in the little edit field in the upper right corner of the window ("Add [s]") is the number of seconds *added* to the UTC-value received from the NTP server.

Note that under Win 7 / 8 , the utility must run "as admin". No installation required. Just copy anywhere and run it.
