please try again .. seems there was something wrong with the upload,
cache- or proxy effect, or the link inside the html was wrong.
The correct URL for the zipped archive (with executable and sources) is
http://www.qsl.net/dl4yhf/rsNTP/rsNTP.zip,
and the file NtpClient.exe must be from 2015-10-02, and exactly 530944
bytes long.
If that still doesn't work, I will send the zip directly.
Now back on 2 meters, there are nice tropo conditions all over Eu (from
russia to the UK).

The value in the little edit field in the upper right corner of the
window ("Add [s]") is the number of seconds *added* to the UTC-value
received from the NTP server.
Note that under Win 7 / 8 , the utility must run "as admin". No
installation required. Just copy anywhere and run it.
