New version of the 'ridiculously simple NTP client' uploaded to the website:

The value in the little edit field in the upper right corner of the window ("Add [s]") is the number of seconds *added* to the UTC-value received from the NTP server.

Note that under Win 7 / 8 , the utility must run "as admin". No installation required. Just copy anywhere and run it.
