We are faced in front of daunting task! With our modest forces, we should make 
a band plan for the range of 9 kHz and 472 kHz for the use of these bands in 
the Russian Federation.
Without any doubt, it is very desirable for us to make the band-pass the same 
one used in Europe.
As the final band plan for these bands has not developed, we are ready to 
listen to any reasonable offers, so take them into account when applying our 
wishes to the office of the Telecommunications.
