   Amateur licensing here has been handled by volunteer examiners for
some time now not the FCC.

The biggest difference is that there is nothing comparable to your NoV
process for 500kHz etc, here a separate experimental license is
required from the FCC.
There is a big upside though to the experimental license though, while
U.K. stations have 3kHz bandwidth and 10W ERP, my 500kHz experimental
license allows me the use of 42kHz and 1kW ERP, and that was based on
what I requested, I could have had even more bandwidth and more power
and I believe that it would have been granted had I requested it.
