To my knowledge the relevant WRC-12 document contains no timing.
I assume this means that it can be in effect after WRC-12, depending on how
fast the administrations work.
The 471-479kHz allocation is on a NIB (to NDB's).
Power will be limited to 1W EIRP, but allowing 5W EIRP for (parts of) countries
that are at least 800km from the border from a list of about 30 countries:
Algeria, Saudi Arabia, Azerbaijan, Bahrain, Belarus, China, Comoros, Djibouti,
Egypt, United Arab Emirates, the Russian Federation, Iran (Islamic Republic
of), Iraq, Jordan, Kazakhstan, Kuwait, Lebanon, Libya, Morocco, Mauritania,
Oman, Uzbekistan, Qatar, Syrian Arab Republic, Kyrgyzstan, Somalia, Sudan,
Tunisia, Ukraine and Yemen.
These countries are also "no go" for the amateur allocation.

It takes about 1,5 years to get these things implemented, so you will
have some time to make the changes.
