I thought IFs in use were common across most of the world with 450, 455 and 470kHz all being used. So, an allocation above 470kHz would be sensible. 

Why not try for 472-487kHz the amateur radio service in every region? Is there any logic having two proposals (at least)? Wouldn't the chances of success at WRC-2012 been higher if there was a 
common frequency proposal worldwide for an allocation at MF?

I recall when I took my Morse test at Portpatrick in 1954. Broadcast
reception was repeatedly interrupted by GPK operating on 472kHz.
