Hi Gary it sounds OTT but when you consider the effects of falling off a
ladder at 20 feet ....loss of earnings, medical fees, legal fees, loss of
effort (ability to make money) to his company, it isnt so silly.  ( I say
this with feeling after tripping backwards over a pavement edge a couple of
year ago and breaking an arm at the shoulder) The problem is you cannot rely
on people to use common sense so they must be "dragooned". It is amazing the
way a lot of people climb ladders incorrectly  at home!!
