Yes, sure ;-)
But i worry, that someone elso than me has to try this since it will rather be problematic to place my water barrel 70m up on the kite, HI.
I am sure the effect/improvement will be the same at 9 kHz. It will be like this at each frequency, where the wire length is short against lambda...

as you can read in mine and other mail an elevated loading coil can improve the antenna on 137 and 500kHz.
It is likely that it will have the same effect on 9kHz, but so far there is no hard prove.
I gues the only way to find out is to try it.
Or as they say in German: Probieren geht über studieren.
