No bunkers just cycle around and work /M and this has been done before or
stop and hide behind a hedge, and the manual  says do either of two things,
1. Turn the bicycle upside down,  turn the pedal  with one hand to generate
the electricity and send CW with the other.
or
2. Sit on bicycle with back wheel raised off the ground on its parking
bracket and pedal in the normal way to generate electricity, manipulate
morse key.
This is a quiet operation either way and avoids detection also cost
effective.
Preferably use low consumption radio tubes to avoid knockout from EMP that
has meantime destroyed all the satellites and associated systems.
Operator qualifications:-
Ability to send and receive morse code, use a soldering iron, able to ride a
bicycle, mechanically/electrically handy. These are all the things a Radio
Amateur used to be able to do, but todays amateurs DOUBTFUL.
One other thing, learn to do calculations manually ie division,
multiplication, subtraction and some algebra would be useful because your
electronic calculator will also be Zapped by the EMP.
