Hi Dave,
NO the top load does reduce the ground resistance ,it also improves the
radiation resistance as you suggest, but this is a minor improvement compared
to the quite dramatic effect of top load.I belive that what is happening is that
the return current is spread out over a larger area of ground Poor ground has
a limited capacity to carry current, so the more ground involved the better.
I do appreciate your problem, and  yes I am lucky to have a lot of space,
but this has enabled me to discover this effect. My first LF antennas were
multi wire Marconi type but I always had high ground loss resistance until I
spread the top wire out,( the same length of wire ) not in a straight line
but certainly covering "new" ground.
The effect was dramatic !
I don't know what you can do, but if you can zig zag some wire about in the
air you will be amazed.
