My personal assessment of the situation is that it would be good to send it
directly to the FCC, and to ARRL as well, since they are the organization who
filed the petition for rulemaking and are most obliged to support it before
the Commission. Comments from amateurs who have been "in the trenches" for a
few years, so to speak, will carry some weight with the Commission; and will
enable ARRL to better shape their own comments and responses.
