Stefan's 8 char signal is at Eb/N0 -1.3 dB with some
timing error.  Not quite enough to decode.

The offset should therefore be 1188.09 seconds.
But Eb/N0 actually peaks at offset 1196 seconds.

With 1188.09 offset, Eb/N0 is down to -5.5 dB.

Checked TX timing here: Stefan's transmission has its
usual approx 0.3 seconds delay.   The extra 8 seconds
must be due to RX timing.
