I only heared some rumours about the permission starting January, 1st, 2013, here in DL. Also i heard rumours that a permit is given out on the Ham Radio 2012 (http://www.hamradio-friedrichshafen.de/ham-en/index.php) , which would be in 3 weeks! But i guess 2013 is more realistic. Time to build a suitable loading coil for MF.
