I am afraid you are wandering off and it is not complicated for those that
know. You are causing confusion. It is 4 years for amateur radio masts.
If a mast has been in use for 4 years continuously and a person can supply
the necessary evidence then a certificate for lawful development will be
issued.
It does not matter how the antenna is secured to the ground for a permanent
structure. If the antenna is mobile on a trailer and not secured to the
ground then normally planning is not required.
