472-480kHz with 5W EIRP is the outcome of long and at moments very difficult
negotiations.
Indeed, my "wish list" would be 500-515kHz with 100W EIRP or so. But at the end
I prefer to have 472-480kHz with 5 W EIRP in many countries than the current
501-504kHz is just a few countries.
About 5W EIRP: that is some dB above the power I have been using for the past
years. It is OK CW up to +2000km and up to 7000km in WSPR / QRSS3.
The small frequency move should at worst be a minor inconvenience to any real
ham.
And: this is still a proposal for WRC 2015, so fingers crossed (or not ?) until
then.

FYI the U.S. Experimental license WE2XGR covers 42kHz (460-480 and
493-515) with 1kW ERP and includes cw,ssb and all data modes.
No interference problems to date.
