 I have committed the cardinal sin of journalism: I have inserted a “not” when 
I should not have.

"Derbyshire CRO do not seem to not require it"  should of course read 
"Derbyshire CRO do not seem to require it".

Moral: when you use dictation software, proof read the results very carefully.
