yesterday I tried to reproduce Rogers experiments with VLF transmissions
over the local gas and water mains. I connected one wire to the
equipotential busbar of my house. The other wire is connected to a 60cm
copper rod in about 15m distance in the garden - very similar to Rogers
setup. I measured about 180 ohm DC. I tried different frequencies below
9kHz with an audio transformer. The "walk around" reception was very
disappointing, just a few meters.

theoretically you could try a analogue phone line (of course always ask
for premission etc). one of the wires are grounded at the "remote module"
(or whatever it's called), or the phone exchange (it you're lucky). this
gives you at least a few hundred meters of wire. the 0 line of the power
lines might also be fun if you live a long way from the transformer, and
the 0 line is not grounded somewhere near.
coupling to commercial structures is fun :)
