Sure looks like a DDS VFO with the discrete steps in freq. Maybe someone is testing their high power kilowatt or so Dreamers Band transmitter but wants to keep it secret as they don't have their NOV yet...

Has anyone an idea what it might be? It must be a commercial transmitter due to 
the signal strength at both locations!
