Graham, In the US there is no amateur allocation only "Experimental Licenses" issued under Part 5 of the FCC Rules (Amateur is under Part 97 of the FCC Rules). Each Experimental license is unique, it is up to the applicant to request frequencies, power, modes, and bandwidth, it is up to the FCC to decide on a case by case basis if there is adequate justification for the request. The 500kHz license application that I filed (WE2XGR) specifies up to 1kHz for data and also allows for ssb.
