That applies to most EU countries and the UK. This mode is illegal and a good way to terminate a licence.
Those using it are at RISK.

maybe the best option is to give the operator the choise wether the alarm is given via the internal speaker or via the soundcard.
Another thing on the "wishlist": publication of the coding system. This is required (at least in Belgium) to stay legal, as we are not allowed to send "secret messages).

Yes, I suppose not all operators have the good fortune of several sound cards to choose from.
