you are right about TX power. 1kW or more would be easily available.
But I guess that the TX voltage would become very critical.
A "medium size" LF antenna has a typical antenna capacitance of 200 pF, what is a reactance of 90 kOhm.
Based on Marcus results the overall loss is in the 1-2kOhm range.
Putting a 1kW into 1.5kOhm will result in a current of about 800mA and an antenna voltage of 74kV.
