As an indication of what can be heard using a Sound Card RX, SAQ when on, is very strong with me using just an Inv Vee 80m dipole strapped feeder. Russian Alpha stations 10 to 15 kc/s tend to vary in strength but at the moment 16;12 UTC 25/2/2010 they are peaking about12dB above the mean noise floor. Clear audio using Winrad filter set to100c/s and well defined trace on the water fall display.
 
I don't think there is any issues receiving in the 7 / 9 kc/s region. But we are talking weak signal FFT software for reception and relatively short range for Amateurs judging by previous work done in this part of the spectrum.
 
Interesting to note there are no official allocations below 9kc/s in the UK according to Ofcomic's publication :--
