During my sea-going days it was quite common for marine R/T stations to 
transmit a loop tape for a period when a ship called so that the ship's 
R/O could accurately tune his SSB receiver for link calls. The coast 
station operator would then call the ship and the link call or whatever 
could then be set up. Sydney/VIS used to come back with something like: 
'This is the Eastern terminal of the Australian Overseas 
Telecommunications Commission". Not sure about White Plains though. The 
AT&T marine R/T station in that area was WOO at Ocean Gate which I think 
was somewhere near Cape Cod. Maybe White Plains was a point -to-point 
operation.
