No it uses the average power over the 5 second period.   You could always start it 1s early and stop 1s later

Q .. If the  tx is keyed by vox/breakin    will the slight  clipping of the  leading edge of the  beacon  cause time problems ??
reason being  .. if use force 'tx' will miss the  beacon rx windows ??
