Hi Andy,

Joe K1JT did something similar in v0.6 of the WSPR software. From the release 
notes:

"3. A better randomizing algorithm for deciding when to transmit.  (The
method used in v0.5 was "too random" for some people; the specified Tx
percentages worked out faithfully when averaged over a long time, but
not necessarily over half an hour or so.)"

You could have a look at the WSPR source code (available somewhere on the web, I
believe) or just ask K1JT.
