Can we be sure they meant 'tera'? Perhaps they literally mean Terra watts. Perhaps most of that Amazing Feedback Power must be dissipated in Mother Earth?
After all, if it is "much more powerful (with zero input power) than any other types of the future superpower projects," then it would surely be too dangerous to attach any transmitter with greater than zero power, and unleash all that energy into the open air.
Of course, there are also risks of dissipating the excess in the earth. If burrowing creatures find themselves too warm to hibernate and started roaming the countryside in winter, when their natural foods are not plentiful, it could trigger an ecological crisis.
