US's Lowfers have saved wide experience in reception of very weak
signals on LF - when already they will appear on 136 or 160-190kHz for
longway 2-way QSO with high-grade ERP?

The proposal for an amateur band was turned down in May, 2003. It would be
years before we could have another chance. There are already some
experimental (non-amateur) licenses in that range, and hopefully more will
be coming.

Whether who has made 2-way QSO on WOLF in Europe?

I do not think that anyone else has done a 2-way QSO. The earlier activity
has all been with beacons.

When (date) Stewart KK7KA has made WOLF mode?

Early in 2001, I think. K0LR was transmitting in February, 2001, and he was
the first in the U.S.
