No mention of ITU or Radio Amateur on my Licence.  More recent licences could be different. I did however communicate with others world wide. The first year was restricted to 25 Watts and CW only,  then an inspection to check equipment and number of CW contacts that had taken place then access suitability to continue and also use phone ie AM/SSB
There were similar restrictions to early G3 Radio Amateur licences and all activities were monitored regularly.

If I recall correctly, licences for the Irish Experimenters Service were issued under the ITU regulations applicable to the Amateur Service.

You refer to Amateur to Amateur QSO in your postings. My EI2AE licence is a Radio Experimenters Licence and NOT a Radio Amateur Licence, maybe i should not be having QSO’S with Radio Amateurs.
One has to be flexible and use some imagination when it comes to Radio Experimenters and Radio Amateur Licences, and variations of such Licences
