All you need (apart from a fairly good rx) is a quad core RPi, a stereo FlatMax sound interface (not a USB dongle) - https://www.amazon.co.uk/dp/B01HBC8CJ0/ and a low cost Neo7 GPS module. Your Internet needs to be able to send continuously between 64 and 80 kbps without incurring additional bandwidth charges. My VLF stream server will maintain a loop recording of several days (currently about 20 days) to allow retrieval of signals for analysis.
