I have tested a 2-30 MHz 1000H  slug on my Bird 43 on 475 KHz and he need about 2.2 KW
to read full scale on the meter with clean sine wave signal on 50 ohm dummy load.
I think that not all the H series slug are identical.
The 2.5 Kw slug does not work on 475 KHz.

Steve - using the Bird 43 originally with 2-30MHz 1Kw 1000H insert on 475kHz, and then compared it with a 1Kw 1000P 450kHz-2.5MHz insert and maybe (maybe) the 2-30MHz insert was showing low about 10% on this machine using 200W carrier power (clean sine) -

 

Note - Ive been told others have different cal tables and the differences were larger but I was surprised my Delta was so low between the plug elements. Measurements were using a Bird 500W Termaline and confirmed with Pk/Pk scope.

 

Im typically using the Dual metered (Phase and Z)  M0BMU Tuning meter and though for 136kHz gives good results on 475kHz and although it does affect the termination Z and phase a bit according to the AIM4170 I leave it in line and not gone thru a pair of FETS for a year or two - Ive not done the mods suggested for 500kHz as its used both for 136/475
