Got that one.  Eb/N0 = 1.2dB calculated from 31.3% BER.
Measured carrier S/N gives Eb/N0 = 1.2dB also.

Constant phase.  Decode time 13 seconds.  55% of channel
capacity.

The S/N corresponds to -53dB in 2.5kHz bandwidth after
sferic blanking.  Somewhere around -70dB before the blanker.

Here's the symbol error map for that message

Each red line represents a symbol error.  The errors look
quite evenly spread.  I was wondering if the tail end of the
signal was caught by the dawn terminator and it looks like it
suffers a bit in the last 200 symbols.

No problem, I'll produce a wav file, I guess the header
needs to be set up for ebnaut-rx.
