You mean the 'long beeps' on 20500, 23000, 25100, and 25500 Hz ?
Looks like one of the Navy transmitters testing their ATU again. They do this every now and then, as can be seen in the VLF group at yahoo. Sporadic activity.

You could compare your reception with Peter Schnoor's "Kiel Longwave Monitor", he has an interactive archive of that part of the spectrum.

That won't identify the station of course, but if during those transmissions one of the 'well known suspects' was off air, you know which one was testing the tuning range.
